The damage due to moulds around the film is what offers off a vinegar smell. Once your film has reached this point, you cannot reverse this. You can ask the enterprise, but you should not put your hopes higher once vinegar syndrome hits your 16mm film.

Know if you can keep the master digital copies

Another important thing to note when doing a 16mm to 4k scan, is the master digital copies. One of your most important aspects of converting a 16mm to 4k scan is the digital copy. These are the copies that are the raw result in the conversion. These are the copies that you just should keep. This is because once you get a hold of these copies you can make other revisions on the master digital copies. This is the important file in the conversion because these are the files that are the raw conversion on the file. You must keep these files because with these files, you can do any other revisions of your video.
